ICSB stands for "Institute of Chartered Secretaries of Bangladesh". It offers professional qualification of Chartered Secretary (CS) for the development of the nation. It is a statutory body under Ministry of Commerce, Government of the People's Republic of Bangladesh.

CS is a professional qualification in the field of secretarial and governance practice. You will understand the difference between academic and professional qualifications while you are in ICSB. Those who complete CS Program, receive ACS membership initially and with time and following requirements, they become FCS. In Bangladesh, CS qualification is offered by Institute of Chartered Secretaries of Bangladesh (ICSB). 

Not exactly same. ICAB and ICMAB are the accounting professional bodies, whereas ICSB is the only recognized professional body to develop, promote and regulate the profession of Chartered/Company Secretaries in Bangladesh. In broader aspect to enhance Corporate Governance, ICSB provides qualification in Chartered Secretaryship.

 

The similarity is that, all those 03 (three) professional institutes are under the umbrella of under Ministry of Commerce, Government of the People's Republic of Bangladesh.

ICSB regulates and develop the profession of Chartered Secretaries in order to promote and establish statutory disciplines and conduct the Company matter and management effectively in line with Corporate Governance and Code of Conduct. It regularly arranges Continuing Development Program (CPD) to enhance the efficiency of the secretarial profession.

Chartered Secretary (CS) program is of international standard based on Chartered Secretaries Institute worldwide specially UK, Canada, Australia, Hong Kong and Indian Syllabus. There are two parts of CS study i.e. Certificate Level and Professional Level. Most of the courses of CS program are related to secretariatship, laws, regulations, accounting, taxation, auditing and governance studies etc.

Twice in a year, for January-June session in December and for July-December session in June.

CS Program has been designed with 5 (five) levels (excluding Foundation Level), a total of 1800 Marks. A student is able to complete all levels of CS Program in 2 (two) years.

The payment mode is cash or online. Anyone can pay through individual ERP Module or visiting ICSB Office.

There are 18 (eighteen) subjects for total 5 (five) levels of CS Program.

To qualify CS program a student need to pass all the required 18 (eighteen) courses/ subjects according to their capacity under the following terms and conditions:

 

• A student will be allowed to appear at examination with a minimum of 1 (one) subject in a particular level and session. However s/he has to get admission level wise (for all subjects of the particular level(s) in a particular session). 


• A student is allowed to enroll in consecutive two levels. In case of enrollment in consecutive two levels, the student must have admission in the previous level. 


• For multiple level admissions, students have to pay respective coaching fees along with other fees (e.g. Session Fee, Development Fee, Library Development Fee or other fees as decided by ICSB from time to time) of the respective levels. 


• The students for whom Foundation level is applicable shall not be allowed to get admitted into Certificate Level until s/he completes all subjects of Foundation Level (Students of the Foundation Level allowed for subject wise passing).


• A student shall not be allowed to get admitted into Certificate Level-III until s/he completes all subjects of Certificate Level-I. 


• A student shall not be allowed to get admitted into the Professional Level until s/he entirely completes the Certificate Level.


• A student shall be allowed to appear in exam of maximum 2 (two) consecutive levels of Certificate Level or Professional Level.


• A student must pass '401 - Advanced Company Law & Corporate Restructuring' course at the Professional Level-I before appearing for '504 - Compliance Management, Secretarial Audit & Due Diligence' course exam at the Professional Level-II.

Students must attend at least 70% of classes to appear in the exam. If attendance is less than 70%, the last acceptance is 50% with a fine of BDT 500 per course. Students having below 50% and up to 30% attendance must submit application to the Chairman, Education Committee for attaining eligibility In case of valid reason, the student must pay BDT 1,000 per course to attain eligibility for appearing at the exam.

The passing system in Subject wise. 

 

• A student shall be allowed to appear in exam of maximum 2 (two) consecutive levels of Certificate Level or Professional Level. 

 

• Students of the Foundation Level  shall not be allowed to get admitted into the Certificate Level-I until s/he passes all subjects/papers of the Foundation Level.

 

• A student must pass '401 - Advanced Company Law & Corporate Restructuring' subject/ course at the Professional Level-I before appearing for '504 - Compliance Management, Secretarial Audit & Due Diligence' subject/ course exam at the Professional Level-II.

Business Graduate with 6 (six) points or other recognized professional qualified (i.e. CA, CMA, CPA, CFA, ACCA and CIMA etc.) holder may admit directly to the Certificate Level-I.

Graduates from other discipline with 6 (six) points, Business Graduate less than 6 (six) points and Students having the qualification stated in the CS Student Handbook are eligible to admit in the Foundation Level.

Yes, students of ‘A’ level passed (2 subject ‘B’ Grade and 1 subject ‘A’ Grade) or HSC passed with GPA-5 are admitted to the Foundation Level.

No, there is no age limit for admission to CS study.

Chartered Secretary (CS) is Professional qualification whereas graduation is academic degree. CS relates to both theory and practicality. On the other hand, graduated students get only theoretical knowledge from their respective subject.

Yes, Students from the all public universities and reputed private & foreign universities will be granted subjects exemption subject to fulfilling certain conditions. In addition to those, qualified Member of The Chartered Governance Institute of UK & Ireland, The Governance Institute of Australia, ICAB, ICMAB, ICGAB, The Hong Kong Chartered Governance Institute, ACCA, CPA (USA), CPA (Canada) or any other equivalent foreign Professional body may be granted exemption on different subjects / level(s) subject to fulfilling certain conditions and recommendation of Education Committee and subsequently approved by the ICSB Council.

Yes, ICSB being a Corporate Governance professional institute organizes Training and Workshops on different topics for Students as well as for the prospective to develop equipped hands for a sound compliance environment.

A candidate who is registered as a student with Institute of Chartered Secretaries of Bangladesh (ICSB) is eligible to enroll for “CS Articleship” practical training program with a Practicing Chartered Secretary (CS) Firm. This eligibility is contingent upon receiving approval from the Institute.

 

However, the “CS Articleship” practical training program is optional for the students who have accumulated full time job experience in any Chartered Secretary Firm or Listed company or Organization pertinent to Company Secretarial functions or in areas recognized by ICSB subject to the submission of a work experience certificate to the Institute. 

Articleship period is Minimum 24 (twenty-four) months to Maximum 36 (thirty-six) months in order to be eligible for “Articleship Completion Certificate” from the Institute.
